One of our key priorities is participatory governance. Our goal is to encourage citizens' participation in local governance, including budget planning. Starting on January 1, 2022, we would launch special software that would ensure citizens' participation in the decision-making process.

Each citizen would have an opportunity to participate in setting budgetary priorities as well as planning and monitoring the implementation of projects in each district:

1. A new way of budgeting: citizens would decide for themselves what projects the municipal budget would be spent on. Citizens would also be able to co-invest in and benefit from the projects. Crypto-shares and cryptocurrency would be issued from the budget for this purpose.

2. Citizen monitoring systems: citizens and non-governmental organizations would get involved in decision making and be equipped with project-monitoring tools (wiki monitoring). Citizens who discover irregularities would be rewarded from the funds collected from fines.

3. Project management approaches would be institutionalized. Services would become less bureaucratic.

We would also initiate a Citizens' Hour when Tbilisi residents could share their ideas, problems, and proposals for city council members to consider. These would be special times for people to raise important issues and make their voices heard in the city's legislative body. The team responsible for addressing an issue would be identified instantly and these issues would be solved through simple procedures, thus circumventing the current complicated bureaucracy. If necessary, members of the city council could discuss ideas that were proposed and plan their implementation and potential expansion. Budget discussions would be held using the same approach - the budget would be planned with citizens' active participation using the ideas coming from the bottom up - not from the top down. Until real self-governance, which is our main priority and long-term plan, is achieved, we promise to make citizen participation a mechanism of real local change.
