Tbilisi has a unique strategic location. We therefore need to make the most of the city's air and transit potential. This would require air connections to the world's major capitals and the developing the necessary passenger and freight infrastructure. According to our plan:

 

1. By January 1, 2024, Tbilisi would become an air transit hub. There would be a direct flight to every city with a million or more residents within three hours' flying time.

 

2. We would create storage logistics infrastructure near Tbilisi airport. This would lead to increased freight turnover and create more than 5000 new jobs.

 

Each district of Tbilisi has unique topography and landscape. According to our plan, each district would be the face of Tbilisi and acquire a unique function. By engaging the local population, we would create strategies for district development that would eradicate the long-standing divide between center and periphery. Each district would have its own center where new jobs would be created.

 

To achieve this goal, we propose three major initiatives:

 

1. A new modern municipal service center for each district - all services would be gathered in one place, including cultural and educational spaces, a print and media library, Covid-19 consultation area for vaccination and testing, digital services, and blockchain technology management systems.

 

2. New functions for old industrial spaces in areas such as Avchala, Didube, and Nadzaladevi.

 

3. Turning Soviet-style residential buildings into European-style urban buildings.
