Our goal is to do the following:

• Define homelessness, its legal implications, and the role of the state in addressing it.

• Gradually provide housing for the homeless people we identify.

• Create a database of homeless people which would be routinely updated.

• Improve conditions at existing shelters.

• Identify the causes of homelessness and plan preventive measures.

• Help homeless people exercise their rights to an education and vocational training while supporting their social integration.
