Tbilisi's current housing policy is nonexistent. This is a particularly acute problem as most Soviet residential buildings in the city are already outdated, and many people still live in dilapidated buildings. We need to put together an appropriate and coherent housing policy that includes replacing outdated buildings and developing social housing. These projects should be implemented with close cooperation between private developers and local authorities so that the results reflect the city's best interests.
