An unfavorable investment climate nationwide, combined with a flawed justice system, is impeding Tbilisi's economic development. The problem is exacerbated by an improper urban policy that is causing chaotic development within the city. To attract investment, a stable and competitive environment is essential. Less bureaucracy and more transparency are also vitally important.
