It's important to improve Tbilisi's spatial development plan and see it through to completion since it represents the constitutional document and the key guideline for the city's development.

 

Regulations for construction work should be revised so that they serve the interests of citizens. Tbilisi's government would provide unwavering support to its citizens and defend their interests.

 

In our view, the discretion to issue permits for construction work or conduct documentation check-ups should be transferred from the city government to an independent agency.

 

Before constructing a public building in areas of high cultural value, the interests of the local population would be investigated and considered, and a mechanism to engage local citizens would be put in place.

 

Abandoned buildings in Tbilisi and unused industrial buildings would be given a second life - these buildings would be transformed into public and cultural spaces.

 

Multilevel buildings and massive construction projects would be transferred to the new centers of the city outside of its historical core since it would be forbidden to start such projects in the old town.
