We believe that it is necessary to reorganize the Animal Monitoring Agency and provide the agency an appropriate and fair allocation of financial resources. We would build new shelters in Tbilisi in which animals could be properly cared for and which would be in line with international standards. The shelters would be properly managed, and we would encourage animal adoption. Public institutions would actively cooperate with animal-rights defenders, and the penalties for animal mistreatment would be toughened.
