2. Engaging the local community, private sector, and field specialists and taking their interests into account when designing large-scale projects that may affect everyday life, transportation, and other elements in a specific district.

3. Renovating historic districts like Avlabari and Sololaki with the participation of the private sector.

4. Improving the city's appearance and supporting local citizens by completing the construction of unfinished projects with the participation of the private sector and, in some cases, through different models of cooperation between the government and beneficiaries.
